According to Section 406 <br />regulations, the FEMA Regional Director shall designate a staff member to <br />serve as the federal Hazard Mitigation Coordinator (HMC). In many cases for <br />flood disasters this could be the Interagency Hazard Mitigation Team leader. <br />The federal Hazard Mitigation Coordinator's role is one of providing techni- <br />cal advice and assistance for hazard mitigation to local and/or state <br />governments, as well as other federal agencies as appropriate. <br /> <br />In addition to the designation of a federal Hazard Mitigation Coordinator, <br />the Regional Director shall also designate a FEMA planner to serve on the <br />FEMA/state planning team. Although Section 406 specifically mentions the <br />designation of a federal Hazard Mitigation Coordinator and a federal <br />planner, in all likelihood, a single FEMA staff member could fill both the <br />coordinator and planner roles. <br /> <br />Similarly for state responsibility, the Governor's Authorized Representative <br />(GAR) is responsible for state performance of hazard mitigation activities. <br />The Goyernor's Authorized Representative shall designate a state Hazard Mit- <br />igation Coordinator to serve on the FEMA/state survey team and a state <br />planner to serve on the FEMA/state hazard mitigation planning team. Again, <br />this would be the same person who should also serve on the Hazard Mitigation <br />Team. In addition to the federal and state Hazard Mitigation Coordinators <br />and planners, the Section 406 regulations require the local applicant to <br />name a person to fill the role of local Hazard Mitigation Coordinator and <br />local planner, and this person would also be a member of the Hazard Mitiga- <br />tion Team. <br /> <br />HAZARD MITIGATION PLANNING <br />The longer range hazard mitigation effort is the subject matter of the <br />Hazard Mitigation Plan. While the Section 406 regulations require the <br />eyaluation of the risks for each hazard-prone area, only one Hazard <br />Mitigation Plan, submitted to the Regional Director 180 days following the <br />Presidential declaration, is required.
