<br />o <br />1'- <br />c: <br />C""'. <br /> <br />'~?$; <br /> <br />hazards in the disaster area; 2) follow up with applicants to ensure that <br />appropriate mitigation plan or plans are developed for the concurrence by <br />the Regional Director; and, 3) review and update as necessary the relevant <br />portions of emergency plans. <br /> <br />The second device identified for carrying out Section 406 is the joint fed- <br />erallstate survey team. The Hegional Director and the Governor's Authorized <br />Representative are to name a federal and state Hazard Mitigation Coordinator <br />(HMC) respectively; the local applicant designates a local HMC.The survey <br />team, in part composed of the federal/state HMC's, identifies significant <br />hazards, evaluates the impacts of these hazards, evaluates pOSSible measures <br />to mitigate the hazards, and recommends appropriate measures to be taken. <br />The survey team uses information gathered during predisaster damage assess- <br />ments on Damage Survey Reports, from the interagency hazard mitigation <br />report and through visits to selected sites where significant damage has <br />o~curred. The state and local representatives on the survey team are <br />responsible for ensuring that there is adequate consultation among inter- <br />ested federal, state, and local parties. Ultimately, the survey team is to <br />prepare a joint report on its activities and recommendations for submission <br />to the Regional Director and the Governor's Authorized Representative. <br /> <br />The third device is the FEMA/state planning team. As with the survey teams, <br />the planning team is composed of federal, state and local personnel. The <br />purpose of the team is to operate in a manner that would ensure adequate <br />consultation with all participants. The team prepares a Hazard Mitigation <br />Plan which is submitted to the Regional Director through the Governor's <br />Authorized Representatiyes within 180 days after the declaration. The plan- <br />ning team evaluates existing local and state emergency plans for hazard mit- <br />igation. The Regional Director can then require the updating or development <br />of state or local plans. Any requirements for local governments shal J be <br />based on stated criteria, as set forth in the 406 regulations. <br /> <br />The 406 regulations provide for FEMA land use standards. The regulations <br />discuss yarious types of hazard mitigation measures including avoidance, <br />land use regulations, and construction standards.
