<br />Resolution No. 3 <br /> <br />WHEREAS, the functions of Departments of the Federal Govern- <br />ment in the fields of water conservation and land and water resource <br />management are being enlarged from year to year, and <br /> <br />WHEREAS, in pursuing new policies, various Federal agencies <br />are encouraging and engaging in the promotion and construction of many <br />water development projects, large and small, in western watershed <br />areas, and <br /> <br />WHEREAS, it appears that many such projects are undertaken <br />on the basis of meager plans, without regard to property rights and with- <br />out regard to State water laws and State administration thereof; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that this Association <br />goes on record as opposing the growing tendency of Federal agencies to <br />undertake so-called conservation projects and other unrelated projects <br />for water development and water use, without approval of those affected. <br /> <br />BE IT FURTHER RESOLVED, that in undertaking projects of <br />this nature, Federal agencies be required to demonstrate the benefit of <br />the proposed works to the public interest and that none of such projects <br />be undertaken for construction without first obtaining approval of the <br />plans therefor from appropriate State authority. <br /> <br />Resolution No. 4 <br /> <br />RESOLVED, that the Colorado River Water Users' Association <br />urges the United States and the States of the Colorado River Basin to <br />collaborate in the maintenance and expansion of the existing network of <br />stream gauging and water quality sampling stations, in order to provide <br />the basic data essential to more accurate and more complete determi- <br />nation of the water supply of the Colorado River System, the utilization <br />thereof and the effects of such utilization upon both the quantity and quality <br />of the remaining supply. <br /> <br /> <br />Resolution No. 5 <br /> <br />, <br />( <br /> <br />WHEREAS, for many years Charles P. Squires, of Nevada, was <br />an active member and supporter of the Colorado River Water Users' Associ- <br />ation, and <br /> <br />WHEREAS, Mr. Squires had a wide circle of friends and enjoyed <br />the esteem of all who knew and associated with him in Association proceedings, <br /> <br />- 27 - <br />
