<br />Mr. Carl A. Anderson, Chairman of the Resolutions Committee, <br />presented six resolutions for the membership's approval and adoption. <br />Upon motion duly made and seconded, the following resolutions were <br />adopted: <br /> <br />Resolution No. 1 <br /> <br />WHEREAS, the Western Reclaxnation States have limited water <br />resources that are being put to beneficial use under State water laws; <br />and <br /> <br />WHEREAS, each State has administrative agencies of the State <br />Government responsible for the regulation and control of the water re- <br />sources within the State; and <br /> <br />WHEREAS, the Government of the United States asserts the right <br />to control the use of the water of the Reclamation States of the West with- <br />out regard for the administrative agencies within the States responsible <br />for the regulation and control of water resources, rendering State admini- <br />stration ineffective, and <br /> <br />, <br /> <br />WHEREAS, this disregard of .state administration imperils rights <br />to both the appropriated and the unappropriated water within the Western <br />States. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado River <br />Water Users' Assoeiation that the Congress of the United States be urged <br />to secure amendment to the Federal statutes requiring the officers and <br />agencies of the Federal Government in developing water l'esource projects <br />within the Western Reclamation States' to proceed in conformity with the <br />State laws in the administration and cQntrol of water resources to the end <br />that the rights to the beneficial use of both appropriated and unappropriated <br />water is accorded protection. <br /> <br />Resolution No. 2 <br /> <br />WHEREAS, a concerted effort is being made by minor groups to <br />bring about the establishment of so-called "Wilderness Areas" from the <br />Public Domain, including areas within,the Colorado River Basin, and <br /> <br />WHEREAS, the establishment of such regions is inimical to the <br />principle of multiple use of such lands and to the greatest developm ent of <br />our natural resources for the benefit of all. <br /> <br />( <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado River <br />Water Users' Association that the establishment of additional "Wilderness <br />Areas" is opposed, and that we favor the continuance of the principle of <br />multiple use of the public domain. <br /> <br />- 26 - <br />
