019~

Question 7:

~ IS IT LIKELY THAT ANY OF THE 102,000 ACRE FEET WILL RETURN TO THE RIVER FOR
SUBSEQUENT USE (AS RETURN FLOWS)? IF SO, HOW MUCH? WOULD SUCH AN AMOUNT BE
AVAILABLE ANYWAY WITHOUT THE DAM?

Answer 7:

Yes, we believe that portions of the 102,000 acre feet will return to the river
for subsequent use. The U.S.B.R. has estimated this amount to be approximately
24,000 acre feet per year. We have not completed any independent studies in
this regard and have no reason to either confirm or deny these estimates. Such
an amount would not normally be available without the dam since Narrows Reser-
voir would capture and put to use presently unused flows in the South Platte.

At times, some surplus flows are diverted by ditches which would provide for
return flow, but this is on an ad hoc basis and cannot be planned upon.

With maximized use of the Narrows water, we believe that the project releases
would be used for replacement of depletion purposes only, and on this basis,
the project water would be more efficiently used, exceeding the equivalent of
the 24 percent in terms of evaluation.

.

.
