"

"<

comprehensive finai report on the scope, methods, and results of the

investigation will be submitted to the Arkansas River'Compact

Administration during October 1977.

Phase I

PROBLEM:

Concern has been expressed regarding the administration of

the Arkansas River from Pueblo Reservoir to John Martin

Reservoir during and following the flood of August 2,

1976. During .this flood theg~tes at Pueblo Reservoir
I

were closed in order to prevent downstream flooding.

The flood waters were.later released at: a reduced discharg~

rate.

OBJECTIVE: The objective is to develop routed flood hydrographs of

the August 2 event at several downstream locations.

The hydro graphs will be developed on the basis that

the flood was not stored in Pueblo Reservoir. All

major tributary inflows and diversion outflows would be

accounted for in the study reach.

APPROACH:

An existing reservoir release routing model will be

modified to accommodate travel time and flood conditions

in the study reach. All data on major tributary inflows

and diversion outflows during and immediately after this

flood will be compiled. The flood hydro graph as determined

by the routing model will be analyzed with. regard to

Colorado water law, interstate compact rules, and current

irrigation practices.

2
