These guidelines should include the <br /> <br />ownership ~nd distribution of floodwaters for a <br /> <br />variety of flood conditions. <br /> <br />OBJECTIVE: The objective of this phase is to route various hypo- <br /> <br />. APPROACH: <br /> <br />thetical floods along the study reach, thereby deter- <br /> <br />mining ownership and distribution of the floodwater. <br /> <br />The analysis will include travel time as well as <br /> <br />mainstem, tributary, and ditch flows. <br /> <br />Historical flood hydrographs will be used to develop <br /> <br />simulated flood hydrographs for use with routing model. <br /> <br />Numerous flood 'conditions will be analyzed in order <br /> <br />to develop workable guidelines for. making operational <br /> <br />decisions during similar events. The analysis will <br /> <br />include water distribution by Colorado water law <br /> <br />and interstate compact rules. <br />. <br /> <br />, <br /> <br />3 <br />
