<br />- <br /> <br />" <br /> <br />INTRODUCTION <br /> <br />The Arkansas River Compact Administration is extreme~y interested <br /> <br />in the administration of the Arkansas River between Pueblo Reservoir <br /> <br />and John Martin. Reservoir during floods, particularlY those originating <br /> <br />above Pue~lo Reservoir. The need to detain flood waters in Pueblo <br /> <br />Reservoir may affect the ownership of that Water, including that <br /> <br />. . <br /> <br />which can be stored according to compact rules in John Hartin <br /> <br />Reservoir. The administration of flood waters occurs in a very <br />I <br /> <br />limited time-frame, and a greater knowledge of the behavior of the <br /> <br /> <br />.Arkansas River during floods would greatly improve the reliability of. <br /> <br />the many administrative decisions which must be made. <br /> <br />PROPOSED FLOOD ROUTING STUDY. <br /> <br />This proposal describes the procedures that would be fol~owed by <br /> <br />the U.S. Geological Survey in studying past flooding and predicting <br /> <br />the impact of future flooding of the Arkansas River from above <br /> <br />Pueblo Reservoir (Arkansas River. at Portland gage) to John Martin <br /> <br />Reservoir (Arkansas River at John Martin Reservoir gage). The two- <br /> <br />phAsed study will begin on October 31, 1976, and conclude on ,September 30, <br /> <br />1977. The first phase consists of a .detailed analysis ~f the <br /> <br />flood of August 2, 1976. The second phase deals.with hypothetical <br /> <br />flooding conditions and wi~l provide procedural guidelines for admini- <br /> <br />stration of the river during similar flood events. This phase of <br /> <br />the study will concentrate on floods originating above Pueblo <br /> <br />Reservoir .and include tributary flood-conditions below Pueblo. A <br />
