Howe\'er, the Dis trict is s till in the posi tion of

requiring federal subsidies and this yearly projoct is done
through five main steps:
(1) The Bureau of Reclamation submits a budget to the
Secretary of Interior in November or December of each

year.
(2) The Secretary of Interior then combines it with the
other projects in the Department of Interior.
(3) This budget of the Interior Department then goes to the
Office of Management and Budget, and they then relate
this budget to pr~,orities of Defense, F'oreign Aid, etc.
(4) The budget then goes to Congress.
(5) The General Manager of the District then goes back to
Washington to testify in support of the President's budget

Finally the problems at the federal l~vel were solved
(except treyearly need for funds) but now there were problems
at home. The first major problem was that of pumps used for

irrigation.
In 1950 it now became economical to pump water for
irrigation and by 1965 there were enough pumps installed to
