This priority <br />system was eventually established witi1 the backing of Larry <br />, 108 <br />(Felix) Sparks. <br /> <br />However, in gaining the support of legislatures for <br />the passage of this qill, Mr. Boustead spent a good deal of <br />money and this gave t.he pumpe rs an opportunity for what became <br />known' as the "~le:t'l1ie Gase ". This case basically char.ged the dis- <br />trict with mismanage~ent. This case began in 1966 and was solved <br />in 1970 in the State Supreme Court.
