<br />C~~2~~ <br /> <br />. <br /> <br />. <br /> <br />., <br /> <br />2.0 STANDARDS FOR GUIDANCE IN THE FORMULATION OF CONCEPTS AND PLANS <br />FOR STAGED REGIONAL DEVELOPMENT OF WATER RESOURCES <br /> <br />2.1 A Western States water resource program shal I be developed <br /> <br />and maintained by the Western States Water Council through <br /> <br />compilation and analysis of avai lable state-wide plans and Federal <br /> <br />interbasin and interstate plans, to provide a broad and flexible <br /> <br />pattern into which future definite projects may be integrated in <br /> <br />an orderly fashion. <br /> <br />2.2 A basic objective of the program is to provide a framework <br /> <br />within which projects may be developed to meet the requirements <br /> <br />for water to the extent feasible as and where they arise. <br /> <br />2.3 A determination of the advantages and disadvantages of <br /> <br />alternate methods of meeting water needs should be included in the <br /> <br />Western States water resource program. <br /> <br />2.4 In order to provide the uniformity necessary to faci I itate <br /> <br />compilation and analysis of the various state-wide water plans, it <br /> <br />is recommended that such plans contain projections of usable water <br /> <br />resources and an inventory of need for the years: <br /> <br />1980 <br />2000 <br />2020 <br />2040 <br /> <br />2.5 Each Member State should strive to complete, no later than <br /> <br />June 30, 1970, a prel iminary water plan, Including estimates of <br /> <br />water resources and estimates of current and long-range water needs. <br /> <br />5. <br />
