<br />C - . - ,. <br />JI.J~' <br /> <br />. <br /> <br />. <br /> <br />1.3.4 <br /> <br />Any interstate diversion project shal I neither <br /> <br />impede nor minimize the development of water resources <br /> <br />in the state of origin, and shal I result In substantive <br /> <br />net advantage to such state over the advantage it could <br /> <br />have obtained, by itself or otherwise, without such <br /> <br />diversion project. <br /> <br />1.3.5 <br /> <br />All plans for Interbasin diversion of water shal I <br /> <br />provide for such financial arrangements with the states of <br /> <br />origin as may be necessary to comply with Sections 1.3.3 <br /> <br />and 1.3.4 above. <br /> <br />1.3.6 <br /> <br />The exportation of surplus flows shal I not be per- <br /> <br />mitted to change an area of origin from a water-rich to a <br /> <br />water-deficient economy and shaJ I not be permitted to <br /> <br />adversely affect the competitive position of the area of <br /> <br />origi n. <br /> <br />1.3.7 <br /> <br />State of origin priority shal I be expl icitly set <br /> <br />forth in all contracts for the use of imported water. Should <br /> <br />such priority ever be denied, through subsequent action of <br /> <br />the Congress, or otherwise, areas of origin wi I I be entitled <br /> <br />to just compensation. <br /> <br />1.3.8 <br /> <br />Federal statutes designed to protect areas and states <br /> <br />of origin, in any regional interstate plan of water development, <br /> <br />sha II I nc I ude the consent by the Un j ted States for any such state <br /> <br />of origin to sue in the Federal Courts to compel Federal offi- <br /> <br />cials to comply with such statutes and for such other rei ief as <br /> <br />deemed equitable. <br /> <br />.4. <br />
