<br />\.. .r. <br />JU\I~ <br /> <br />. <br /> <br />. <br /> <br />1.2.2 <br /> <br />The rights to water of regions, states or individuals <br /> <br />must be recognized and guaranteed through due process of law. <br /> <br />1.3 Except as otherwise provided by existing law, the planning of <br /> <br />western water resources development on a regional basis wil I be <br /> <br />predicated upon the fol lowing principles for protection of and <br /> <br />assistance to states of origin: <br /> <br />1.3. I <br /> <br />AI I water-related needs of the states of origin, <br /> <br />including but not I imited to, irrigation, domestic, stock, <br /> <br />municipal, industriai, flood control, power, navigation, <br /> <br />recreation, water quality control, fish and wildlife preser- <br /> <br />vat ion and enhancement shai I be recognized in formulating <br /> <br />plans. <br /> <br />1.3.2 <br /> <br />AI I requirements, present or future, for water within <br /> <br />any state lying wholly or in part within the drainage area of <br /> <br />any river basin from which water is exported, shai I have <br /> <br />priority and right In perpetuity to the use of the waters of <br /> <br />that river basin, for all purposes, as against the uses of <br /> <br />water delivered by means of such exportation works, unless other- <br /> <br />wise provided by an interstate agreement or compact. <br /> <br />I .3.3 <br /> <br />The cost of water development to the states of origin <br /> <br />shal I not be greater, but may be less, than would have been <br /> <br />the case had there never been an export from those states under <br /> <br />any such plan. <br /> <br />3. <br />
