S. <br />Bureau of Reclamation, had met with the General Manager to discuss the Annual <br />"Commissioner's Annual Programming Conference", which will be held in Pueblo, <br />Colorado, July 28 - AuguBt 1, 1968. He stated it is customary for water-related <br />agencies to assist the U.S. Commissioner of Reclamation and other delegates to these <br />Planning Conferences with incidental expenBeB, and read a report identifying such par- <br />ticipation in previous meetings in other States. After general discussion, Ciruli moved <br />seconded by Schroeder, that the Southeastern Colorado Water Conse~ancy District join <br />in the sponsoring of one activity during the Conference. Motion unanimously carred. <br /> <br />ii <br /> <br />;1 <br />:1 <br /> <br />COMMITTEE REPORTS: <br /> <br />ENGINEERING COMMITTEE <br /> <br />Chairman Ciruli stated it will be necessary for the Engineering Committee to meet at <br />an early date to analyze the water accounting and other material provided by the Dic- <br />ision Engineer. The members agreed to meet on March 29 at 10:00 a. m. <br /> <br />;1 <br /> <br />EXECUTIVE COMMITTEE <br /> <br />Chairman Nichols said the General Manager had prepared an outline of suggestions <br />for implementation of the 14 Water Allocation Policies adopted by the Board of Directors <br />at the meeting of February 15, and asked if it would be convenient for the members of the <br />Committee to meet at 2:00 p. m. on March 29. in that a number of the members of the <br />Executive Conunittee are also members of the Engineering Committee. and they could <br />attend both meetings on one day. S. Bureau <br />of Reclamation bas been handling all condemnation cases in Federal Court, rather <br />than having the Conservancy District become involved. He said he is concerned <br />about the increasing costs Wlder this l'rocedure, and recommended that the Dis- <br />trict meet with appropriate officials from the Department of Justice to determine <br />the status of suits involving the Fryingpan-Arkanaas Project. YOWlg moved, <br />seconded by Wagner, that the Board authorize our Attorney to study this matter <br />and report to the Board. Motion unanimously carried. <br /> <br />Orchard Mesa Case: Attorney Beise reported on a water matter involving three <br />major water users in the Colorado River area of western Colorado, and obser- <br />ved that thiB activity could have a direct effect on the functioning of the Fryingpan <br />Arkansas Project, as well as other trans-mountain diversions. He stated he has <br />suggested that a meeting of aU water agencies he held to discuss the matter with <br />the hope of avioding litigation.
