<br />pared in the same style as the 5 brochures, and will be widely distributed within the
<br />District and to other water agencies which have an interest in the activities of the Con-
<br />servancy District.

<br />CORPS OF ARMY ENGINEERS REPORT:

<br />Nichols stated that this Project was discussed thoroughly at the February 15. 1968
<br />meeting, and grave concern was registered by the Directors over the additional re-
<br />quirements imposed by the Colorado Game, Fish and Parks, and the, National Bureau
<br />of Sports Fisheries and Wildlife.
<br />
<br />Colonel Hottenroth of the Corps of Army Engineers presented charts identifying the
<br />involvements required, or suggested by, Colorado Game, Fish and Parks, and the
<br />U. S. Bureau of Sports Fisheries and Wildlife. He stated the recommendations of the
<br />National Bureau of Sports Fisheries and Wildlife have been referred to the Game,
<br />Fish and Parks Commission for review and report. Colonel Hottenroth stated that the
<br />Fremont County Commissioners have agreed to sponsor the projects within Fremont
<br />Couilty, including Cotopaxi. Floreo.cc and Portland, and that meetings are now being
<br />held with Official State Agencies to get their comments on the proposal. He stated he
<br />would be interested in knowing whether or not the Board of Directors of the SoutheaStern
<br />Colorado Water Conservancy District would develop a separate statement or join in a
<br />combined statement with the Col.orado Water Conservation Board. He also said they
<br />plan to meet with municipal and County Officials to see if they would be interested in
<br />sponsoring the project, should the District be unable to do so.

<br />Colonel Hottenroth advised that as soon as a sufficient number of comments are re-
<br />ceived from Official Agencies the report will be submitted to higher authority. He
<br />commented that a lack of a statement of sponsorship could cause the Chief of the U. S.
<br />Corps of Army Engineers to refuse to send the report to Congress, or possibly even
<br />to refuse to review the Project as prepared. He Baid his office has not had an oppor-
<br />tunity to thoroughly review the recommendations from the USGS challenging certain
<br />estimates of water salvage.

<br />Nichols reported that the Colorado Water Conservation Board is working on the pos-
<br />sibility of suggesting s pilot study, and fell it would be in the best interest of the Con-
<br />servancy District if we would withhold issuing Our statement until after we have had an
<br />opportunity to review the position of the Colorado Water Conservation Board, and then
<br />determine whether we join in the statement "or issue a separate statement on Our own.

<br />agree on a pilot project. we should consider making the Las Animas Project. which has
<br />already been authorized, that pilot project. Christy asked whether or not the Game.
<br />Fish and Parks Department has agreed to furnish the water loss from evaporation.
<br />Beise asked whether or not the Game, Fish and Parks Department has agreed to pay for
<br />the Henhancementll features of the proposal. Young ask.ed whether or not the Fremont
<br />County Commissioners have actually signed an agreement to sponsor the Fremont
<br />County Projects.
