This program <br /> <br />would outline an approach to quantifying those Indian and Federal Reserve <br /> <br />water rights and then go on to encourage the Federal Administration and <br /> <br />the Congress to vigorously pursue quantification of those rights. <br /> <br />Staff(P-M): 8 <br />Cost($lOOO): 48 <br /> <br />Water Related Economic Development <br /> <br />Encouragement of water related economic development in the basin <br /> <br />has been proposed as an activity of the MESA. Initially the program <br /> <br />would define the types of water related economic development to be <br /> <br />pursued and then outline a program for implementation. The program <br /> <br />could be as little as providing information on economic activity generated <br /> <br />through water development, to as much as actual development of proposed <br /> <br />water related economic development activities and maintaining an advocacy <br /> <br />role to achieve the activities. <br /> <br />Staff(P-M): 2 to 12 <br />Cost($lOOO):12 to 72 <br /> <br />Analyze and Take Positions on Proposed Federal Water Resources Legislation <br /> <br />Each year Federal legislation is proposed which would affect the <br /> <br />development, conservation and management of water resources in the <br /> <br />Missouri River Basin. This program would make a concerted effort to <br /> <br />identify, analyze, track and finally take a position and actively advocate <br /> <br />that position on all Federal legislation which would directly affect <br /> <br />'Ilanagement of water resources in the basin. It would require constant <br /> <br />:.:nrveillance of administration and congressional action and a willingness <br /> <br />on the part of the states to take a position and advocate improvements <br /> <br />and change in any proposed legislation. <br /> <br />Staff(P-M): 6 <br />Cost($1000): 36 <br />
