<br />Of' - .~ ....i <br />Ut:-.:; . <br /> <br />12 <br /> <br />Rural and Small Community Water Supplies <br /> <br />Many rural areas and small communities in the Missouri River Basin <br /> <br />do not have adequate water supply from either a quantity or quality <br /> <br />standpoint. Often, the rural area or small community does not have the <br /> <br />economic resources to even investigate the problem and seek help through <br /> <br />available Federal or State programs. The Old West Regional Commission, <br /> <br />before its demise, was providing help to rural areas and small communities <br /> <br />by providing some technical assistance in determining the extent of the <br /> <br />problem and in providing guidance on where to seek available help. By <br /> <br />working through the states, this program could be modified and continued <br /> <br />by the Missouri Basin States Association. <br /> <br />Staff(P-M): <br />Cost($1000): <br /> <br />Unknown <br />Unknown <br /> <br />Allocation of Missouri River Water <br /> <br />This could be a two-phase program. The first phase would be to <br /> <br />complete an issue paper on allocation of Missouri River watera The <br /> <br />paper would include needs and requirements for an allocation procedure <br /> <br />to be accomplished. This would include technical information needs; <br /> <br />legal and institutional conflicts and requirements; descriptions of <br /> <br />allocation methods; estimates of personnel resources, funds and time <br /> <br />required for completion of allocation procedures; and many more items <br /> <br />Ul :~essary to understand what allocating the waters of the Missouri River <br /> <br />COD l.d entail. The second phase of the program would be implemented only <br /> <br />if the states were proceeding toward allocation of Missouri River water. <br /> <br />It would include assembling technical information, analyzing legal and <br /> <br />institutional conflicts and needs, and developing other information <br /> <br />required for a compact commission or other allocation entity to begin <br /> <br />negotiations for allocation of the water supply. <br />
