<br />Ou~S:5 <br /> <br />10 <br /> <br />ADDITIONAL PROGRAMS FOR DISCUSSION <br /> <br />The following are programs that could be accomplished by the MESA, <br /> <br />but are not specifically included in the programs tentatively approved <br /> <br />by the Association Board of Directors on December 15, 1981 and described <br /> <br />previously in this paper. Some have been discussed over the years as <br /> <br />possible programs of the Mis~ouri River Basin Commission but were never <br /> <br />attempted. Others are programs discussed by staff in the past and yet <br /> <br />others are new ideas probably never discussed before. <br /> <br />Describe Missouri River Basin States Water Plannin~ Efforts <br /> <br />Each Stace in the Missouri River Basin has for many years been <br /> <br />pursuing development of a State water plan. The states are at various <br /> <br />levels of plan completion, and some have recently changed the direction <br /> <br />of their water planning efforts. The purpose of this program would be <br /> <br />to prepare a report describing each State's approach to water planning, <br /> <br />the effort and funds expended, current status, and plans for the future. <br /> <br />It is anticipated that when each State is aware of the other states' <br /> <br />approaches to and status of water planning, it would be easier to <br /> <br />understand the states' positions on regional problems and issues. It is <br /> <br />also anticipated that sharing of planning approaches would be useful to <br /> <br />the sister states. After the report has been completed, a State Water <br /> <br />Planning Seminar involving all basin states would be conducted in <br /> <br />conjunction with an MESA Board of Directors meeting to allow a more <br /> <br />b.-,"lepth exchange of information on State 'Water planning. <br /> <br />Staff(P-M): 6 <br />Cost($1000): 36 <br /> <br />Indian and Federal Reserve Water Rights <br /> <br />States in the Missouri River Basin have for years stated that <br /> <br />Indian and Federal Reserve water rights must be quantified if State and <br />
