<br />. " <br /> <br />, <br /> <br />The Colorado \,ater Conservation Board has stressed the need for <br />water meters in the town of Hotchkiss as a part of the system improve- <br />ment. Jxperience has clearly demonstrated that unmetered water uses <br />within a municipality can be reduced an~~here from fifteen to thirty <br />percent by the installation of meters. As the proposed system improve- <br />ments will be quite costly to the residents of Hotchkiss, it is believed <br />that full conservation measures should be instituted. <br />PROPOS2D PROJ2CT <br />Based upon both economy and conservation of water resources, the <br />consultant has recommended an interim solution of universal meter <br />installation and improvement of the existing treatment and distribution <br />system. It has been proposed that Phase I of the project be financed <br />by a grant and loan from the Farmers Home Administration. Phase I will <br />allow for lower distribution system maintenance costs, higher reliability <br />in the distribution system, higher overall fire flow capacity, treated <br />water which meets state health requirements, and universal metering. It <br />has been further proposed that Phase II be financed by the Colorado <br />Hater Conservation Board's construction fund. Phase II will provide <br />more treated water capacity, a new supply line from the new water treat- <br />ment plant to the storage reservoir, replacement of the remaining old <br />distribution system, elimination of the second pressure zone and more <br />reliable diversion facilities. <br />The town of Hotchkiss has no outstanding bond issues and thus <br />payments would only have to be made for the indebtedness for the new <br />project. The town has contacted Farmers, Home Administration (FmHA) and <br />it is assumed that it will secure a $533,440 loan and $452,810 in grant <br />money. <br /> <br />-3- <br /> <br />0321 <br />
