This need has been pinpointed by the State Health Depart-
ment as an existing problem of turbidity, color and bacteriological
quality. This problem exists because of inadequate treatment of the
raw water supply from Leroux Creek. In addition to the health hazard,
there are other problems with the present system. These are:
1. ~xcessive losses in the transmission line from the Leroux
Creek diversion point to town. This line also has a very
high repair incidence.
2. Much of the distribution system is either undersized or in
a deteriorated state and needs to be replaced.
3. Fire flow rates are substantard for adequate fire protection.
4. Most of the system is unmetered and the customers are charged
a flat rate. This situation always leads to same water being
wasted.
CURRZ~~ STATUS
In September of lS75, the town of Hotchkiss submitted a request to
the Colorado Water Conservation Board for assistance in solving its
water system problems. Subsequently, through joint funding contributed
by this board and the town of Hotchkiss, an engineering report on the
municipal water system problems was undertaken and prepared by Wright-
McLaughlin ~ngineers of Denver. The report undertook a review of various
alternatives to include both an interim and long-term solution.

-2-

0325
