Regional planning boards (hereinafter referred to au <br />regional boards) may be organized from time to time as determined by the <br />Board to be necessary to effectively carry out the purpose and polioy of <br />this Aot, In establishing suoh regional boards and in prescribing the areas <br />within which they shall function, the Board shall give due consideration to <br />State boundary lines and to the major watershed regions of the Nation. The <br />regional boards shall be subject to the supervision and control of the Board <br />and each of such regional boards shall consist of seven members, three <br />of whom shall be selected by the Board, one eaoh from officers or em?loyees <br />of the Har Depaetment, Department of the Interior, and Department of <br />Agrioulture, upon the recommendation of the heads t'o.ereof, to seM'e without <br />additional compensation, exoept necessary per diem and tr~el expenses as <br />may be authorized by the Board. Four members of eaoh reGional board shall be <br />residents of the area served by such regional board and shall be appointed by <br />the Board to serve 'Ilithout remuneration, other than actual subsistence and <br />travel expenses as authorized by the Board ae .ell as a per diem compensation <br />not in excess of (~30 while actually serving in their offioial oapaoity as <br />members of such regional board, <br /> <br />,,+,J <br />, <br /> <br /><. <br /> <br />. <br /> <br />SEC. 6. The authority of the Board and the regional boards shall <br />not extend to the Ireparation of detailed estimates for the construction <br />of such projects as are reccmmended. The construction and operation of any <br />such projects authorized by Congress as a result of any such recommendations <br />shall be carried on by such agency as the Congress may direot without being <br />supervised or controlled by the Board or the regional boards. The authority <br />conferred by this Act shall not be construed to deprive any State of control <br />over its land and wro:er resources, nor shall the jurisdiction af the Board <br />or of the regional boards extend to consideration of, or recammendationw <br />relating to, plans or projeots to be undertaken by the States in acoordance <br />with the provisions of the Federal Aid Highway Aot, approved July 11, 1916, <br />as amended and su~plemented., <br /> <br />, <br /> <br />. <br /> <br />SEC. 7. (a) The Board is authorized to appoint a secretary and <br />to fix his compensation, and prescribe his duties and res~onsibilities, <br />without regard to the provisions of other laws a'J;:>licable to the employment <br />and compensation of officers of the United States. The Board may appoint, <br />subject to the civil-service laws, such clerical employees as are deemed <br />necessary and to fu their salaries in acoordance '"ith the Classification <br />Act of 1923, as amended, The Board is authorized to accept and utilize <br /> <br />-3: <br />
