<br />other three members of the Board shall be ap~ointed without a fixed term
<br />in the following manner. The Secretary of '-1ar shall designate an officer
<br />of the Corps of Engineers to serve without additional oompensation as a
<br />member of the Board, subjeot to removal therefrom in the discretion of the
<br />Seoretary. The Secretary of the Interior and the Secretary of Agriculture
<br />s~ll likewise designate employees of the Departments of the Interior and
<br />Agrioulture. respectively, to serve as members of the iloard. without
<br />additional compensation, subject to removal therefrom in the discretion
<br />of the Seoretary of the Interior and Secretary of Agrioulture. respectively.

<br />(b) The three members of the Board designated by the
<br />Seoretaries of War, Interior, and Agrioulture, respectively, shall have the
<br />same power and authority as the members of the Bcard appointed by the President,
<br />exoept that the formar shall give partioular attention to the ooordination of
<br />plans between the various departments and establishments of the Federal
<br />Government e.nd to the integration of the planning activities of the Board, as
<br />hereinafter prOVided, with the oonduot of aotual construction work by such
<br />agenoies of the Federal Government as the Corps of Engineers, the Bureau of
<br />Reolamation, and the Soil Conservation Service. A vacanoy in the Board shall
<br />be filled in the same manner as in the case of an original appointment or
<br />designation, as the oase may be. Vacanoies in the Board, so long as there
<br />shall be four members in office, shall not impair the power of the Board to
<br />execute its functions, and four of the members in offioe shall oonstitute a
<br />quorum for the transaction of the business of the Board.

<br />SEC. 3. The Board is authorized (a) to conduct investigations,
<br />examinations, and studies, to analyze, assemble, coordination and from time to
<br />time review and revise basic information and materials appropriate to planning
<br />for the conservation and development of the natural resources of the United
<br />States, and on the basis thereof to initiate and propose, in an advisory
<br />oapacity only. such plans and planning policies, (b) in furtheranoe of
<br />these ends, to consult with any Federal, State, or looal governmental agency,
<br />as well as with any publio Or private planning or research organization, and
<br />(c) to prepare and sl'bmit reports and reocrnmendations upon matters within
<br />its authorized jurisdiction, based upon the findings of its investigations,
<br />examinations. and studies, whenever the President or the Congress may request
<br />such a 'study, report, or recommendation from the Board upon any such matter.

<br />SEC. 4. (a) The Board shall submit to the President. not later tha~
<br />Ootober 15 of eaoh year, or at suoh other time as the President may designate,
<br />plans for the development of the natural resouroes of the United States for the
<br />promotion of navigation, the control and prevention of floods. the reclamation
<br />of arid and semiarid lands, and such other plans for integrated regional
<br />developments as tb;, Board finds necessary and advisable in the public interest
<br />for the conservation and prudent husbandry of the soil, mineral, water, and
<br />forest resouroes of the Nation, including t~ prevention of waste of the Nation'
<br />resources from drought, wind, and soil erosion, anl the control and retardation
<br />of water run.-off and the restoration and improvenent of the absorption aDd
<br />infiltration capacity of the soil. Suoh plans shall indicate the Order of
<br />preferenoe and priority of the projeots] aotivities, and regional developments.
