HAYDEN to the bill (H.R. 7365) to provide <br />for the regional conservation and development of the national resources~ <br />and for other pur,oses, vizl <br /> <br />Strike out all the enacting clause and insert in lieu <br />thereof the following I <br /> <br />That it is hereby declared to be the polioy of Congress to develop, <br />integrate, and coordinate plans, projects, and activities for or incidental <br />to the promotion of navigation, in order to aid and protect commerce among <br />the several States and otrengthen the national defense by controlling and <br />safeguarding navi: able and nonnavigable wat ers for the prevention of floods, <br />the reclamation of arid and semiarid lands, and the conservation of the <br />water, soil, forest, and other natural resources of the United States. <br /> <br />.' <br /> <br />. <br /> <br />SEC. 2. (a) There is hereby established a National Resouroes <br />Board (hereinafter referred to as the Board) to be composed of seven <br />members. Four of the members of the Board shall be appointed by the <br />President, by and with the advice and consent of the Senate. The President <br />shall designate one of the mambers appointed by him to act as chairman of <br />the Board, and the Board may elect anyone of its other members as vice- <br />chairman. Each member cf the Board appointed by the President shall <br />receive a salary at the rate of ~lO,OOO a year and shall continue in office <br />as designated by the President at the time of no~ination. for terms of one, <br />two, three, and four years, respectively, from the date upon which they <br />qualify and take office} but their successors shall be appointed for terms <br />of four years, except that any person chosen to fill a vacancy shall be <br />appointed only for the unexpired term of the member whom he succeeds.
