<br />0011')72 <br /> <br />.' <br /> <br />(1) The promotion of ZIll.vigation by, lUllong other means, the l.mprovemem <br />of the channels of navigable rivers and their tributaries, the prevention of <br />siltation of suoh waters, the regulation of stream flOl'f, and the developnent <br />and coordination of navigation faoilities. <br /> <br />(2} The control and p!'evention of floods to prevent destruotion of and <br />interferenoe with navigation, the faoilities of interstate commeroe, and the <br />properties and functions of the United States, with due regard to the ma.ximum <br />proteotion of life and property, by, among other means, the storage, control, <br />and disposition of flood and surplus waters, and the control and retardation <br />of water run-off and the restoration and improvement of the absorption and <br />infiltration oaIl'-olty of the soU. Plans for suoh purposes sh&.ll include, <br />among other things, dams. reservoirs, levees, spillways, and floodways, <br />improved methods and conditions of soil conservation, utilization. fertilization <br />lI.nd cultivation, and the conservation of forests a.nd afforestation and reforest- <br />ation of lands. <br /> <br />\ <br /> <br />. . <br /> <br />(3) The safeguarding of navigable waters and their use b7, among other <br />means, the prevention and abatement of pollution of navigable streams and <br />their tributaries, and the provision of sewsge-disposal and water purification <br />works and structures and facilities in connection therewith. <br /> <br />. <br /> <br />(4) The rec1e.mation of arid or swampy publio le.nds by, among other meanS, <br />the irrigation and drainage and the eCClllomla davelo1jment and use of suah lands. <br /> <br />(b) So far as ~y be oonsistent with or neoessary or appropriate for the <br />prOlllotion of navigation. the control and prevention of flOOds, the safeguarding <br />of navigable waters, aDd the t'eolamation of the publio lands, as provided in <br />subseotion (a) plans shall give due regard to the following, among other con. <br />siderationsl (1) The present and future developuent and conservation of water <br />for power, irrigation, and other benefioial uses, (2) the prudent husbandry <br />of soil, mineral. and forest resouroes and their conservation for reoreation. <br />the proteotion of wild game. and other benefioial uses, (3) the preventing <br />of irreparable waste of the Nation" resouroes from droughts, winds. dust stOrl!lS <br />and soil erosion, (4) the integration and interoonnection of projeots and <br />aotivities, the developm,'nt of their multiple pw-poses. and the equitable <br />distribution of the benefits thereof, (S) equitable contributions to cost <br />by States and sUbdivisions and ~encies thereof speoially benefited by the <br />pr$cts and activities, and (6) such eoonomic, sooial, and cult ural values <br />as may be affeoted or furthered by the projeots and activities. <br /> <br />(c) Plans may inolude not only projeots and aotivities to be oonstructed <br />or undertaken by the Corporation and by the various departments and agenoies <br />of the United States solely ft'om funds of the United States, but also projeots <br /> <br />\ <br /> <br />'" <br />I <br /> <br />., <br /> <br />. <br /> <br />. <br /> <br />_10.. <br />
