<br />and activities to be constructed or undertaken by the Corporation and by such
<br />department and agencies with contributions by State, local or regional agencies,
<br />and projeots and aotivities to be constructed or undertaken by such State,
<br />local, or regional agencies with contributions by the United States. Plans
<br />shall set forth the recommendations of the Corporation regarding such contri-
<br />butions and J:leglU'ding the construction and undertaking.of such projects and
<br />activities as between the Corporation and departments and agencies of the
<br />United States, and State, local, and regional agencies.

<br />(d) Plans shall classify the various construction projects with a view
<br />tc the construction of projects in the order of their urgency so as most
<br />veneficially to promote the national welfare by stabilizing employlllent and
<br />relieving unemployment. Plans for reserved or less urgent projects shall be
<br />completed as expeditiously as possible, and shall be modified from time to
<br />time as circumstances warrant so that such plans shall be available for
<br />prompt acticn whenever necessary.

<br />(e) The Corporation shall have power to acquire, construct, operate,
<br />maintain, and improve such laboratories and experimental stations, and to
<br />undertake such educational, research, and demolllltrational work, as it deems
<br />necessary or appropriate to develop its plans, to test or demonstrate the
<br />feasibility of suoh plans, or more efficiently to develop and carry out any
<br />project or activity entrusted to it pursuant to this or aTry other Act of the
<br />Congress. In carrying on such educational, research, and demonstrational
<br />work, the Corporation is authorized to cooperate with State experiInerrt
<br />stations, with agricultural colleges, and vath other public researoh agencies
<br />and institutions.

<br />SEC. 11. (a) The Corporation shall construot, operate, and carry out
<br />projeots or aotivities entrusted to it under this or any other Aot of Congress
<br />prime.rily for the promotion of navigation, the control and prevention of
<br />floods, the safeguarding of navigable waters, and the reclamation of the
<br />public lands. In order to effeotuate suoh primary purposes ~~th the greatest
<br />public benefit and, so ar as is consistent with suoh primary purposes, to
<br />avoid the waste of water, water power, and other property of the United States,
<br />the Corporation, except as the Congress may otherwise provide, shall have
<br />suoh powers as may be neoessary or appropriate to construct, operate, and
<br />carry out suoh projeots or activities so as to acoomplish the purposes of
<br />this Aot, including the power (to the extent necessary or appropriate to oon-
<br />struct, operate, or carry out such projects or aotivities entrusted to it.
