<br />domain; and title to all real property or interest therein, whether acquired
<br />by condemnation or otherwise, shall be taken in the name of the United States
<br />of Amerioa, and thereupon such real property shall, for the purposes of this
<br />Act, be entrusted to the Corporation as agent of the United States.
<br />
<br />(f) Shall have power to acquire real estate for the construction of danu;,
<br />reservoirs, transmission lines, povmrhouses, power structures; irrigation
<br />canals, diversion facilities, ditches, laterals, oonduits, and pipe lines,
<br />levees, floodways, structures, and faoilities useful for navigation, flood
<br />control, reclamation, irrigation, and sites for defense projeots, together
<br />with appurtenant facilities, at any point along the Arkansas. Saint Franoia,
<br />Red, and White Rivers, or any of their tributariesl and in the event that the
<br />ovmer or ovmers of such property shall fail and refuse to sell to the
<br />Corporation at a prioe deemed fair and reasonable by the Board, then the
<br />Corporation may proceed to exercise the right of eminent domain and to condemn
<br />all property that it deems neoessary for carrying out the purposes of this Aot,
<br />and all suoh condemnation proceedings shall be had pursuant to the provisions
<br />am requirements hereinafter specified with reference to any and all condemn-
<br />ation proceedings I Provided, That nothing contained herein or elsewhere in
<br />this Act shall be construed to de)?x:ive the Corporation of the rights conferred
<br />by the Act of February 26, 19;1 (46 Stat.- 1422, secs. 1-,; 40 U.S.C. 2,8 a-e).'

<br />(g) Shall have power to construct such da.ms and reservcirs on the
<br />Arkansas, Saint Francis, Red, and White Rivers and their tributaries as will
<br />best serve to promote navigation thereon and to oontrol destructive flood~
<br />waters in the drainage basins of said rivers and of the Mississippi River;
<br />and shall have power to acquire or construe't powerhouses, povrer s'truc'tures,
<br />transmission lines, navigation projects, levees, irrigation canals, diversion
<br />facilities, ditches, la'terals, conduits, pipe lines, floodways, faoilities
<br />useful for navigation, flood control and reclamation, defense projects, and
<br />incidental works in the Arkansas, Saint Francis, Red, and .Vhite Rivers and
<br />their tributaries, and to unite the various power installations into one or
<br />more systems by transmission lines.

<br />(h) May request 'the assistanoe and advice of any officer, agent, or
<br />employee of any executive department, any independent office or agency of the
<br />United Sta'tes, to enable the Corporation the better to oarry out its powers
<br />successfully, and as far as practicable shall utilize the servioes of such
<br />officers, agents, and employees, and the President shall, if in his opinion
<br />the publio interest, service, or economy so require, direct that such assist-
<br />ance, advioe, and service be rendered 'to the corporation, and any individual
<br />that may be by the President directed to render such assistance, advice, and
<br />service shall be thereafter subject to the orders, rules, and regulations of
<br />the board. In planning and recollMlending projects authorized hereunder the
<br />board shall, insofar as praoticable, utiliz e surveys and plans prepared by
<br />the Corps of Engineers of the United States Army and in the construotion of any
<br />
