<br />2.1.1.3.3 Due to Its location In the Flat Tops Wilderness Area, It Is <br />highly unlikely that the Flat Tops Project could ever be constructed <br />as presently conceived. <br /> <br />2.1.1.3.4 The projects In the Yampa River drainage basin may <br />eventually be constructed, although there Is considerable <br />environmental opposition to them. The water Impounded could be used <br />for Irrigation, municipal, and Industrial uses near Rangely. The <br />expense of purchase and transport of the water 35 or more mil es (56 <br />km) to the Range1y area would be excessive. <br /> <br />2.1.1.3.5 To surrnarlze the alternative projects lIsted here, all <br />projects In the Piceance Creek Basin are proposed to develop and <br />supply water to the 011 shale Industry, will have little return flow <br />to the White River Basin System, and might not have water available <br />for other uses. Those outside of the Piceance Creek Basin, Including <br />the Flat Top Project, the CRWCD Diversion and Storage Projects, and <br />the Yellow Jacket Project, appear to be scheduled for completion too <br />far In the future to resolve present needs In the Range1y area, Water <br />purchased from the Cross ~10untaln and Juniper Projects would be high <br />In cost because of the distance over which water would be transported. <br /> <br />2.1.1.3.6 The White river Basin as It will exist at some time In the <br />future Is the arena In which a number of undeveloped decreed <br />conditional water rights and proposed projects will compete for water. <br />Presumably the White River Basin will eventually reach some plateau or <br />ultimate level of development, For now, the existing uses of lower <br />\o/hlte River Basin water are by direct diversion for Irrigation, <br />municipal, and Industrial uses. DynamIc growth of both Range1y and <br />Rio Blanco County Is anticipated with development of energy resources, <br />Direct diversion of river waters cannot fulfill the demands of future <br />growth as projected. River storage projects could supply the <br />agrlcul tura1, municipal, Industrl a1, recreat lona1, and flood control <br />requirements of continued growth, <br /> <br />8 <br />
