Those sites that could <br />accomnodate dams would requl re dams with heights close to lOa-feet <br />(30.5 m) and would provide storage varying from 500 to 2000 acre-feet <br />6 3 <br />(0.6 to 2.5 x 10 m). Off-stream storage sites would require pumping <br />water from the White River several hundred feet Into the reservoir. <br />The majority of the sites would be subject to heavy sediment <br />deposition which would decrease the storage capacity. <br /> <br />2,1.1.4.2 With the uncertainty of future pONer costs and <br /> <br /> <br />sedimentation problems, off-stream reservoir sites were not considered <br /> <br />as feasible alternatives to the Taylor Draw Reservoir. <br /> <br />2.1,1.5 Ground Water Alternatives <br /> <br />2,1,1,5.1 Use of ground water for the Rangely municipal water supply <br /> <br />was considered as an alternative to a reservoir on the White River. <br /> <br /> <br />It should be noted that several advantages of the reservoir <br /> <br /> <br />alternative have no counterparts In the ground water development <br /> <br /> <br />plans, For Instance, recreation, flood-control, and pONer generation <br /> <br /> <br />features do not exist with a ground water supply source, Water supply <br /> <br /> <br />reliability with ground water would be contingent on other competing <br /> <br /> <br />wells and the characteristics of the aquifer being used, such as <br /> <br /> <br />transmissivity, thickness, and recharge rate. The town of Rangely <br /> <br /> <br />currently has no water rights for underground sources. To protect Its <br /> <br />underground water supply In the prior-appropriation system of Colorado <br /> <br /> <br />Water Law, the tONn may file for new water rights or attempt to <br /> <br /> <br />transfer existing surface rights to new underground points of <br /> <br />diversion. Further, the ground water alternatives provide water for <br /> <br /> <br />only a small portion of the total area within the Water Users <br /> <br /> <br />Association No. 1 and there are institutional 1 imitations placed on <br /> <br /> <br />the Association by the decree ordering Its fonnation. The bond <br /> <br /> <br />election resolution also restricts the use of funds for ground water <br /> <br /> <br />development, <br /> <br />9 <br /> <br />.~.. <br />
