<br />OOD794 <br /> <br />VII. Interim Management Policy and Procedures <br /> <br />A. Interim Policy: <br />The Department's interim management policy is to continue <br /> <br />multiple use activities and to preserve the wilderness <br /> <br />potential of those areas that ar~ designeted for wilderne8s <br /> <br />study. Thi~ policy will apply from October 21, 1976, until <br /> <br />(1) an area is declared unsuitable for wilderness by Congress; <br /> <br />or, (2) the inventory process determines that an area does <br /> <br />not have wilderness characteristics, in which case other types <br /> <br />of multiple use management can proceed. <br /> <br />B. Procedures for Policy Iffiplementati~n: <br /> <br />1. On lands which have not been inventoried: <br /> <br />a. Environmental assessment records or environmental impact <br /> <br />statements prepared for proposed actions must include an <br /> <br />inventory which identifies areas over 5,000 acres, which <br /> <br />have ~lderness characteristics~ <br /> <br />" <br /> <br />II <br /> <br />b. If these areas are, after public review, designated study <br /> <br />areas, the proposed management action must be nodified to <br /> <br />avoid these areas or the impacts must meet the requirements <br /> <br />described in 2c of this section. <br /> <br />c. If there are no lands with wilderness potential involved <br /> <br />in a proposed actien or if there are no negative impacts <br /> <br />that will icpair the suitability of the area for wilderness, <br /> <br />a negativp- declaration may be filed after an EAR is completed <br /> <br />and the action approved. <br /> <br />d. If the proposed action would impair the wilderness suitability <br /> <br />or a study area, it cannot be approved until Congress <br /> <br />declares the area unsuitable for wilderness. <br /> <br />31 <br />
