On lands which have been designateo as wilderness study areas <br /> <br />through an EAR/EIS (as instructed by a specific Washington Office project <br /> <br />directive) or the regular inventory process: <br /> <br />a. Existing mining and grazing uses, as well as mineral <br /> <br />leasing can continue in the same Qanner and de~ree as <br /> <br /> <br />conducted on October 21, 1976. It is emphasized that <br /> <br /> <br />section 603(c) FLPMA does not limit mining, including <br /> <br /> <br />mineral leasing, and grazjng activities to the precise <br /> <br />level at which they were occurring on October 21, 1976, <br /> <br />and it allows support activities for mining, mineral <br /> <br />leasing, and grazing to continue; for example, use of a road or <br /> <br />way for motorized access so a grazing operation can continue. <br /> <br /> <br />b. Management restrictions of 603(c) FLPMA apply and the <br /> <br /> <br />~ecretary shall manage the lanos so as no~ to impair <br /> <br /> <br />the suitability for wilderness and shall t~ke action, <br />(through regulation or otherwise) to prevent unnecessary <br /> <br />or undue degradation. This means that new mining, <br /> <br />grazing, or access that will impair an area's wilderness <br /> <br />suitability will be subject to regulation. <br /> <br />" <br /> <br />, ! <br /> <br />I' <br /> <br />t, <br /> <br />Existing activities, including mining and grazing, can <br /> <br />be expanded or curtailerl; however, if the manner and <br /> <br />degree of operation change to the extent that additional <br /> <br />impairment of an area's wilderness suitability results, <br /> <br />the activity causinr the increased impact will also be <br /> <br />subject to regulation. <br /> <br />32 <br />
