The documentation developed <br /> <br />during the wilderness review process for wildernes study areas or <br /> <br />grouping of areas will be compiled in a report for submission to the <br /> <br />President. Materials incorporated in this reoort will include: (1) the <br /> <br />data developed in the inventory, (2) staff discussions and supporting <br /> <br />rationale used to form recommendations, (3) oth~L resource situations and <br /> <br />issues in the study area, (4) the BLM suitability recommendation along <br />with a specifically mapped boundary, (5) U.S. Geological Survey/Bureau <br /> <br />of Mines minerals inventory report, (6) public record from the hearing, <br /> <br />and (7) draft legislation. <br /> <br />b. A pre1i~inary <br />summary of the finding for wilderness study area being recommended <br /> <br />as ~onsuitable for wilderne3s pres~rvation will b~ develop~d. It differs <br /> <br />from the suitable summary in that it contains the rationale as to why the <br /> <br />~rea or island is not bejng recommenned for inclusion in the N~tional <br /> <br />Wilderness Preservation System. The preliminary summary must clearly <br /> <br />state why another resource use or management concept has preference <br /> <br />over wilderness. <br /> <br />The summary brings the analysis, rationale, and resource information, as <br /> <br />stated throughout Management Framework Plan III, together into a con- <br /> <br />solidated document. <br /> <br />28 <br />
