The public will be offered an <br /> <br />opportunity to study the adequacy of the BL~ analysis and help develop <br /> <br />resource recommendations, maps, overlays and narratives, discuss resources' <br /> <br />existing condition, thejr opportunities for use and where and what is <br /> <br />being recommended by management for each resource. The public is <br /> <br />welcome to make recommendations or provide new data at any time. Speci- <br /> <br />fic request for public input will be made whenever conditions warrant <br /> <br />and at the very least when plans are updated (every 6-8 years). <br /> <br />3. Wildernes~ Reportin~. The reporting phase reports every wilderness <br /> <br />study area to the President. The objective of the report is to summarize <br /> <br />the findings, make further study through environmental assessments <br /> <br />and additional public input, and to state if a study area is either <br /> <br />suitable or nonsuitable for wilderness preservation. The final <br /> <br />determination of whether a wilderness study area should or should <br /> <br />not be included in the National Wilderness Preservation System rests with <br /> <br />Congress. <br /> <br />The following steps outline the procedure to be followed on reporting areas <br /> <br />and islands as sujtable or nonsuitable for wilderness preservation. <br /> <br />a. Suitable. <br /> <br />(i) Study Area Report (Preliminary). A preliminary <br />summary will be prepared for each area or combination of areas recommended <br /> <br />for wilderness. It will outline proposals for management of the area being <br /> <br />recommended for inclusion in the ~~ational Wilderness Preservation System. <br /> <br />The summary brings the analysis, rationale, and resource commitments as <br /> <br />stated throughout the Management Framework Plan III together into a <br /> <br />consolidated document. It will clearly state resource values and BLM <br /> <br />wilderness management policy, and generally will discuss the management <br /> <br />actions and techniques to be used to implement the proposal. <br /> <br />26 <br />
