Conflicts <br /> <br />are analyzed and management decisions are made to determine the use or <br /> <br />combination of uses that should be recommended for a planning area. In the <br /> <br />case of wilderness, the decision to be made is: should the study area, or <br /> <br />part of it, be recommended as suitable or nonsuitable for management as <br /> <br />a unit of the National Wilderness Preservation System. The ultimate <br /> <br />decision as to whether or not an area will be preserved as part of the <br /> <br />National Wilderness Preservation System will be made by the Congress. As <br /> <br />stated in the Wilderness Act, the wilderness preservatfon management objec- <br /> <br />" <br /> <br />tive is to provide an enduring resource for present and future generations. " <br /> <br />Therefore, a lack-of-demand rationale within the short-term planning <br /> <br />horizon of the MFP is not a valid reason for not identifying wilderness <br /> <br />preservation as a management objective. <br /> <br />(1i1) Planning Area Analysis (PAA). The PAA analyzes the <br /> <br />, . <br /> <br />social-economic profile and all other pertinent information to develop <br /> <br />a data base which will be used to determine the significance of the <br /> <br />social, economic, institutional, and environmental values and resources <br /> <br />of a planning area. The data will also be used to develop a rationale <br /> <br />for objectives and recommendations. A regional analysis will be used in <br /> <br />the PAA to present location, use trend, and condition of all existing <br /> <br />wilderness areas in the physiographic region where the study areas are <br /> <br />located. <br /> <br />25 <br />
