OPERATING PRINCIPLES, FRYINQPAN-ARKANSAS PROJECT

The construction and operat.ion of the project. involve the diversion
of water from the headwaters of the Frymgpan River. and ot~er
tributaries of the Ro",ring Fork River to the Arkansas River Basm.
The project contemplates--
(a) the ma,ximUln conservation a.nd use ofwa.ter;
(b) t.he protection of western Colorado water uses, bot.h exist.
ing and potential, in accordance with the declared policy of the
State of Colomdo; !tnd
(e) the preservat.ion of recre!ttional values.
In order to accomplish such purpos<>s, the project. shall be operated
by the United Stat.es in compliance with the Federal reclamation laws,
the ],tws of t.he State of Colorado relating to the appropriation, use,
or dist.ribution of wItter, and the following operating principles:
1. As used herein:
(a.) "Project" means th",t cert."in enterprise planned a.nd de-
signed by the Bureau of RecllUnation, Department of the Interiorl
for the transmountain diversion of water from the headwaters 01
the Fryingpa.n R.i,'e.r lI./ld other tribut"ries of the Roaring Fork
River to the basin of the Arkansas River, together with all of
its appumnlUlt works lI./ld facilities in both eastern and western
Colorado. .
(b) "Enstern Colorado" means that portion of the State of
Colorado lying within the natural draina.ge basin of the Arkansas
River.

(o) "Western Colorado" means that portion of the State of
Colorado lying within the natural drainage bl1sin of t.he Colo-
rado River am] 8<'.1"\'ed by diversions made from t.he Colorado
River, or its tributaries, aboye its confluence with the GUlullson
River.
id) "Southeastern Colorado Water Conservancy District."

certain water uses in eastern Colorado.
(e) "Colorado River 'Water Conservation District" means that.

(f) "Southwestern Wat.er Conservation District" mellJ1S that
entity created by Colorado Rsvised Statutes 1953, 149-9, as
amended.
([1) "Ruedi Reservoir" means t.he reservoir presently planned
for construction on the FryingplLll River above the town of Basalt
as part of the project.
