The principles also recog- <br /> <br />nized Aspen Dam and Reservoir of 28,000 acre-feet storage capacity <br /> <br />as an essential feature of the Fryingpan-Arkansas project plan. <br /> <br />That reservoir was to furnish water required for protection of western <br /> <br />Colorado water users in accordance with provisions of section 1, <br /> <br />chapter 192, Colorado Session Laws, 1943, reading as follows: <br /> <br />Provided. however, That any works or facilities plnnned aod (Iesigned for <br />the exportatIon ot. water from the Dutural basin of the Colorado River and Its <br />tributaries in Colorado, by any district created under this cbapter, Sblill be <br />subject to the provisions of the Colorado River Compllet and the Boulder Canyon <br />Project Ad, as amended; that any sueh works or facilities sball be designed. <br />constructed and operated in such a manner that the present appropriations of <br />water, and in addition thereto prospective uses of water for irrigation and <br />other beneficial consumptive-use purposes, including consumptive uses tor domes- <br />tic, mining and Industrial purposes, within the natural basin of the Colorado <br />River in the State of Colorado, from which water is exported, will not be im- <br />paired nor increased in cost at the expense of the water users within the said <br />naturnl basin; and that tbe facilities und other meaDS for the accomplishment <br />of said purpose shall he Incorporated In, and made a part of, any project plnns <br />for the exportation of water from said natural basin In Colorado. <br /> <br />Although the original operating princi pIes were intended to achieve <br /> <br />full agreement on all aspects of the Fryingpan-Arkansas project <br /> <br />within the State, it became appa.rent during congressional hearings <br /> <br />that western slope interests objected to the. project plan, particularly <br /> <br />concerning Aspen Dam and Reservoir. As" result, in 1958 the Colo- <br /> <br />rado 'Yater Conservation BOllrd iIlstigated consideration of a sub- <br /> <br />stitute replacement reservoir for the Aspen feature. The board re- <br /> <br />q'itested the Bureau of Reclamation to undertake such studies and con- <br /> <br />tributed funds lUld personnel to finance and assist in the investiga- <br /> <br />tions. Various alternative reservoir sites were considered. All of <br /> <br />them except the Ruedi site were rejected because of geologic, water <br /> <br />supply, or other limitatious. <br /> <br />The Bureau of Reclamation had previously made preliminary in- <br /> <br />vestigations of the Ruedi site as an alternative for the Aspen site <br /> <br />and as a potential feature of the now obsolete Blue-South Platte <br /> <br />project investigation. Cousiderable engineering and hydrologic data <br /> <br />""",-aTmlllblll-on-the -1tuedi-site1'rmnthese ellrlter stua~ <br /> <br />The geology and water supply conditions at the Rlledi site permit <br /> <br />the development of a larger reservoir than was contemplated above <br /> <br />Aspen; hence, the plan for Rlledi provides for a reservoir of approxi- <br /> <br />mately 100,000 acre-feet of storage capacity as contrasted with 28,000 <br /> <br />acre-feet in Aspen Dam and Reservoir. Ruedi Reservoir, therefore, <br /> <br />will not only meet the replacement requirements of the Fryingpan- <br /> <br />Arkansas project but. will provide an additional regulated water <br /> <br />supply for other uses on t.he western slope. <br /> <br />Following selection of the Ruedi site, the Colorado 'Vater Con- <br /> <br />senat.ion Board reconstituted a policy and review comlllitt~ for the <br /> <br />Fryingpan-Arkansas project 011 January H, 1959. The committee <br /> <br />consisted of representnti,'es of the Colorado \\'ater Conservation <br /> <br />Board, the Colorado River .Water Conserntion District., the South- <br /> <br />easterll Colorado Water Conservanc.y District, and the Colorado Game <br /> <br />ilnd Fish COllunission.
