The <br />~ Council believea that BIM's report vas both inadequate and <br />unresponsive to the Congressional directives. The Council <br />recomiDends BIM treat salinity control as a priJlary objective in the. <br />Colorado River Basin. <br /> <br />It has been determined that more than 1,000,000 tons of salt <br />must be removed from the River system each year by the turn of the <br />century in order to maintain the adopted numeric criteria. The BIM <br />is the largest land manager in the Basin, and lands administered <br />by the BUI are major contributors of salt to the river. The <br />Council recommends, BIM identify salinity control activities, <br />achievable salt load reductions, feasible control actions and the <br />associated costs per ton of those reductions to be carried out with <br />FY 1990 funding. Further, the Council recommends that DIM allocate <br />adequate funding specifically identified for salinity control. <br /> <br />Fish and Wildlife Service <br /> <br />The Council supports the continued coordination between the <br />Fish and Wildlife Service U'WS), ReClamation, USDA and EPA in <br />addressing the issue of, fish and wildlife habitat values foregone, <br />and appreciates the efforts made by the FWS in addressing the <br />Council's concerns. <br /> <br />U.S. Geoloaical Survev <br /> <br />The Council believes that it is basically a federal obligation <br />to provide the hydrologic data and interpretive studies required <br />to carry out the objectives of the salinity control program. The <br />U.S. Geological Survey's (USGS) role is to provide information and <br />interpretive studies of water resources ana regional and national <br />level. Operation of many of the monitoring stations is cost shared <br />with the Basin states. The USGS continues to cooperate with <br />Reclamation, USDA and BIM on site-specific assessments of salinity <br />control measures. The Council commends the USGS for its <br />coordination and support role in salinity control activities such <br />as NASQAN activities at 11 of 20 key locations which Reclamation <br />uses for salinity accounting in the Basin. <br /> <br />'The USGS -provides data on a-number of stations on the river. <br />Reclamation, using data supplied by the USGS, evaluates the data <br />to provide the states, local entities, and the Forum with time- <br /> <br />5, <br /> <br />,l '. <br />
