<br />o <br />en <br />U1 <br />w <br /> <br />The Council believes extendinq the conatruction schedule on <br />the Grand Valley Unit is inconsistent with Interior's policy of <br />giving funding priority to the completion of projects already <br />underway. <br /> <br />Lower Gunnison Basin Unit. The Lower Gunnison Winter Water <br />Program is one of the most cost-effective components remaining to <br />be constructed. The council is pleased that funding was secured <br />far canstruction in FY 1990. The Cauncil naw urges Reclamatian <br />to. seek adequate funding to. continue construction an the Winter <br />Water Program in FY 1991. Failure to proceed will result in a <br />significant setback in this program by discouraging local <br />participation and support. <br /> <br />The Council understands there will be no requirement far the <br />replacement af incidental fish and wildlife values faregane an the <br />winter water partian af this unit. The Cauncil recammends that <br />Reclamatian, USDA, and Fish and Wildlife Service cantinue to. wark <br />with lacal water users and the Calarada Water Canservatian Baard <br />to. resolve fish and wildlife value replacement issues. <br /> <br />Uinta Basin Unit. Plan farmulatian studies and EIS reparts <br />an this unit are camplete far the Stage I area. The Cauncil <br />recammends the Secretary af the Interiar farmally submit the <br />campleted planning repart and final enviranmental impact statement <br />an Stage I of the Uinta Basin Unit to. the Cangress for canstruction <br />autharizatian af the unit during the ensuing year. <br /> <br />San Juan River Unit. The Cauncil recammends Reclamatio.n <br />continue planning activities in caoperation with USDA to. further <br />define the salt load source and salt load reduction potential in <br />the San Juan River Unit, culminating' in release of a planning <br />report and environmen'talimpact statement. <br /> <br />Glenwood.-Dotsero Serinas Unit. The Council is pleased with <br />the proposal of Energy Ingenuity and Mission Energy for a <br />cogeneration/salinity reduction project at Glenwoad Springs, <br />Calarada. The Cauncil urges Reclamation to. praceed with this jaint <br />cost-shared praject and to. forward the necessary legislatian to. <br />Congress 'for authorization. <br /> <br />Bureau of Land Manaaement <br /> <br />In 1987, the Advisory Cauncil recammended identificatian af <br />high salinity areas, and increases or decreases in salt laadings <br />"associated with iand1llanaqementactivities.'1'heBureau of Land <br />Management's (BLM) respanse that a tracking system wauld be <br /> <br />4 <br />
