A call of w99999999w repre- <br /> <br />sents a wPree Riverw condition. <br /> <br />The use of a computer file constructed in this manner has <br /> <br /> <br />two significant implications. The first is that a single file i~ <br /> <br />created which may be used for analyses of call records for !d1 <br />districts; a separate file for each district is not needed. <br /> <br />Second, the software developed for analyses must interpret the <br /> <br />computer call file in such a way as to be able to fill in missing <br /> <br /> <br />periods between changes !a calls for a given district.
