On or before August 1 of each year, each customer will reaffirm his <br />intent to use water allocated to him before November 1, or to release <br />tile remainder for re-allocation by the Board of Directors. <br /> <br />13. <br /> <br />Requests for Project water must be received on or before March 1 of <br />each year. and the Board of Directors will advise of allocation not <br />later than April 1 of each year. <br /> <br />14. <br /> <br />Water delivered to municipalities and lor industry will be supplementa~ <br />only. unless otherwise agreed upon by the Board of Directors. <br /> <br />Chairman Nichols stated the Executive Committee would meet again in the near future <br />to develop additional language and recommenda.tions. Project Manager Ogilvie comp- <br />linlented the Executive Comrnittee on the 14 points, and sees no conflict with either <br />the Operating Principles or the Contract. Bei.e suggested that the Director. and all <br />others should remember this is preliminary language for the allocation program and <br />should not be construed as being final in any sense of the word. <br /> <br />LEGAL COMMITTEE: <br /> <br />Attorney Beise reported he had attended several m.eetings of the Senate Water Committee <br />as a representative of the Water Section of the State Bar Association, and that amend- . <br />ments had been suggested for Senate Bill. 37 and 40. Bei.e also advi.ed that on Monday <br />March 4, the District would join with the Bureau of Reclamation before t.l).e District Court <br />in Glenwood Springs to submit proof of Due Diligence. <br /> <br />Attorney Bei.e stated that on April 18, the District would appear before the Court in <br />District 12 to also show proof of Due Diligence. Beise then read a letter from John Werme <br />and Don Peaker requesting to see copies of the Woodward-Clyde-Sherard report on the <br />CF&! proposal, but that since the report was paid jointly by the CF&I and the District, he <br />wrote to them advising that it would not be available for inspection. Beise reported that <br />the briefs for the Conservancy District in the Records Case, before the Supreme Court, <br />were filed this day, and the plaintiffs will have 20 days to respond. <br /> <br />LEGISLA TIVE COMMITTEE: <br /> <br />Chairman Dilley stated he had attended a meeting of the Senate Water Conunittee on Jan- <br />uary 31, and General Manager Thomson had attended other water'meetings. Thomson <br />reported that the present .tatus of most Water Legi.lation is that all Bills are in Com- <br />mittee with the exception of Senate Bill 37, which wa. referred out amended. and that <br />Attorneys for water users feel that Senate Bill 37 in its amended form would be good Leg- <br />islation to be passed by this Session of the Legislature. He stated he would keep the <br />Directors fully informed as to the progress of Water Legislation. . <br /> <br />RIVER ADMINISTRATION & EDUCATION: <br /> <br />President Nichols advised that Chairman Wagner was unable to attend this meeting, be- <br />cause of illness, and asked Manager Thomson to report.
