<br />President Nichols stated that Division Engrneer, Rudy Styduhar, had requested the Dis-
<br />trict to stand the expense of transferring its telemetering service from the gaging station
<br />at Avondale to the South Pueblo Station. Mr. Styduhar advised the telemetering equi~-
<br />ment had not been used since early 1966, and that if it was transferred to ~he So.uth Pueblo
<br />Station, the data obtained would be very helpful to the Division Engineer and to the Dis-
<br />trict. Bell, from the Colorado Water Conservation Board, endorsed the program as did
<br />Ogilvie of the Bureau of Reclamation. Young moved that the District assume the cost of
<br />moving the telemetering service and pay one-half of the monthly operating costs. Motion
<br />seconded by Ciruli and unanimously carried.

<br />Chairman CiruU reported he was invited to speak on the Fryingpan-Arkansas Project
<br />at the Annual Meeting of the Bessemar Ditch Company 1 and found great interest in the
<br />Valley Pipeline. He stated he also found that there was some misunderstanding re-
<br />garding the relationship of the District to the Corps of Army Engineers proposal.

<br />President Nichols then called the attention of the Directors to the minutes of the Execu-
<br />tive Committee meeting on February 2, relative to suggestions for water allocation
<br />policy.
<br />
<br />The Directors reviewed the 14 items, one at a time, and the following language was
<br />approved:
<br />
<br />1.
<br />
<br />Irrigation water will be sold exclusively to ditches within the District
<br />with decreed water rights, not to individuals under such a ditch or canal.
<br />
<br />2. Project water will be sold to municipalities, domestic water-user
<br />associations and Districts'within the Conservancy District.
<br />
<br />3. The Valley Pipeline will sell treated water only.
<br />
<br />4. Project water for industrial use will be sold within the boundaries of
<br />the District only.
<br />
<br />5. All water must be "equitably" allocated annually by Contract, subject
<br />to approval by the Board, on the basis of the availability of the water
<br />and the merits of each application.
<br />
<br />6. All water sold will be measured at the point of release and transpor-
<br />tation losses will be the responsibility of the purchaser.
<br />
<br />7. Since costs of Project water cannot be determined until final Project
<br />costs are known, and the Secretary of Interior declares the Project
<br />to be completed. the fixing of the prite to users shall have to await
<br />the fixing of the price for Project water to the District.
<br />
<br />8, The selling price of Project water for all classes of use shall be
<br />the same at the point of release. Additional costs which result from
<br />specific delivery works will be added to the base cost of water.

<br />9. Project water purchased by an irrigation user must be used or re-
<br />leased by November 1 of each year. Project water purchased for
<br />industrial or munif?ipal use will be on an annual basis.
