<br />CORPS OF ARMY ENGINEERS REPORT: .

<br />President Nichols read a letter from Attorney Belae to Colonel J. H. Hottenroth dated
<br />January 22, wherein Mr. Beise set forth the position of the Board of the Southeastern
<br />Colorado Water Conservancy District as of that date. Nichols also reported that a
<br />conference call between Corps of Army Engineers representatives, Attorney Charles
<br />Belae, General Manager Tbomson. and himself was bad on Thursday, February 8, 1968,
<br />wherein Colonel flottenroth outlined a schedule of activities which must be carried on if
<br />the proposal is to be submitted in proper time. President Nichols then read a letter
<br />from 'Colonel J. H. Hottenroth to Governor John A. Love, dated February 9, reiterating
<br />the schedule of activities which the Colonel boped the Colorado Water Conservation
<br />Board and the Southeastern Colorado Water Conservancy District could meet. In the
<br />conference call, and In the letter to the Governor, Colonel Hottenrotb advised that the
<br />Game. Fish and parks Department and tbe U. S. Bureau of Fisheries and Wildllie bad
<br />offered several significant chs.nges in the Project which would protect wildlife and pro-
<br />vide recreation activities in the channelized section between Pueblo and John Martin.
<br />President Nichols stated he foresaw additional problems and additional COBt~ being im-
<br />posed by the requirements from the Game. Fish and Parks and the Bureau of Fisheries
<br />and Wildlife. Attorney Beise then 'read a memorandum from General Manager Thomson
<br />to Nichols and Beise regarding the conference call.

<br />President Nichols stated that two items could be reviewed at this time: 1. Get the
<br />cities with local flood control projects to underwrite their specific projects. and.
<br />2. Get a pilot program developed between the Corps of Engineers and the USGS which
<br />would be funded by the Federal Government. Young suggested that until we can- get
<br />specific; information on the Game, Fish and Parks request, there is little that tbe Board
<br />can do, and possibly, this request may put the entire project beyond the scope of the
<br />District. Cooper observed that the channelization program would be most beneficial
<br />for the valley, but was concerned about the related items. After further discussion, it
<br />was suggested that tbe Attorney for the District write to tbe Corps of Army Englneera
<br />advising of the concern over the Game, Fish and Parks proposal, and that DO action
<br />could be taken by ilie Board until we receive Ute formal report.

<br />President Nlcbola reported to the Board that the General Manager bad been directed to
<br />write a letter to Engineer Wallace Doe suggesting a review of the Contract between the
<br />District and Mr. Doe. Nicbola atated that the Manager bad written a letter to Mr. Doe
<br />advising that due to the change of activities since the original Contract was entered into,
<br />the Contract between the District and Mr. Doe would be terminated on February 20.
<br />Nichols also reported that Mr. Doe bad responded on January 25, agreeing the Contract
<br />should be terminated by mutual consent. Milenski moved, seconded by Hutchinson,
<br />that the action be approved by the Board. Motion unanimously carried.

<br />GAGING STATIONS:
<br />
<br />President Nichols tben read a: letter from Ibe USGS requesting the Conservancy District
<br />to assume one-half of the operating costs of the gaging atation on tbe Apisbapa River.
<br />He advised this station was originally establisbed by the Corps of Army Engineers, but
<br />had been discontinued by them in July. USGS and others feel that the information gathered
<br />at this station would be very helpful in the overall river management program and of '
<br />service in the management of the Fryingpan..Arkansas Water. Director Milenski con-
<br />curred in this observation, and Young moved. seconded by Dilley, that the Board approve
<br />the expenditure of $650 per year as the Districts part of the program. Motion unan-
<br />imously carried.
