LAMAR R~UEST: Attorney Beise stated he had been in correspondence with the Attorney for the City of Lamar, and had sent copies of the petition which was circulated by the citizens in the valley when they were establishing the District. He reported they are revising it in order that it might apply to the Lamar petition. Manager Thomson said he had talked with City Attorney Rogers on February 14, and was advised they were withholding the circularization of the se petitions until a petition for the formation of a Hospital District could be completed. NATIONAL RIVERS AND HARBORS MEETING: Director Christy reported that he and Frank Bell, of the Colorado Water Conservation Board, attended the Annual meeting of the National Rivers and Harbors, and presented the Colorado requests, along with data on specific programs. He stated there was grave concern at this meeting over the proposed reduction in appropriations for small projects, and that great effort would have to be put forth to get sufficient funds to keep Bureau of Reclamatlon and Corps of Army Engineers proposals on or near schedule. FRYINGPAN-ARKANSAS FUNDING REPORT, Project Manager James Ogilvie stated the President of the United States had submitted a Proposed Budget for review by the Congress. The President's Budget provided for only $12. 6 million for the Fryingpan-Arkansas Project, instead of the $23. 5 million suggested by the Bureau of Reclamation. He advised this would be an extremely tight Budget, and would require certain revisions in letting of Contracts and keeping the Project on schedule. He reported it might be possible to pick up the schedule again in fiscal 1910, if funds are available. In the event such is not the case, it will not be possible to complete the Project in 1973. Christy reported that the Natural Resources people are going to work hard to get 'all funds for Reclamation Projects reinstated. Mllenski asked about the report on "bad ground" in the Divide Tunnel, and Ogilvie ac- knowledged they had encountered had ground, but felt they could resolve the problem with minimum delay andst minimum cost. "'. Past President Young stated that one of the prin}ary responsibilities of the District is to see that the Fryingpan-Arkansas Project is kept on schedule, and that we have been extremely fortunate during the past four years in obtaining the funds requested by the Bureau of Reclamation. President Nichols reported that U. S. Representative Evans is devoting considerahle attentlon to the matter, and the District will work closely with the Congressman and others in doing everything possihle to obtain reinstatement of the requested funds. Arch Gibson, Administrative Assistant to Congressman Evans, re- ported that Congressman Evans is in contact with the appropriate Government Officials to determine what action can and must be taken to obtain additional funding. He stated Congressman Evans has det"rmined that sdine Reclamation Projects received an in- crease in appropriations rather than a decrease, such as has been experienced by the Fryingpan. Christy observed that'th" problems involving the Fryingpsn could be the result of the dispute over the Central Arizona Project.in 1967. Young moved, seconded by McCurdy, that the Board authorize the President of the Southeastern Colorado Water Conservancy District to send appropriate representatives from the District to Washing- ton, D. C., at tbe proper time, to work toward the reinstatement of necessary funds. Motion unanimously carried.' , -2- ..
