",",". <br /> <br />t1 <br /> <br />':_roo.'" <br />;~~:~f1 <br />;:'~;.:-:'~~.:;-~ <br /> <br /> <br />I <br /> <br />~....tl@ <br />>,'~,..<.., <br />-.: -~. <br />~~,_ .:.'i <br /> <br />Phase II, effective July 1, 1976, will initiate regulation of discharges of dredged or <br /> <br />fill material into primary tributaries of navigable waters of the United States, natural <br /> <br />lakes greater than five acres in surface area and their adjacent wetlands. <br /> <br />Phase III, after July 1, 1977, will extend the Corps of Engineers' authority as directed <br /> <br />by Congress to regulate discharges of dredge or fill material into other waters generally <br /> <br />up to the headwaters, where streams flow less than five cubic feet per second. <br /> <br />Discharges of dredged material and the placement of fill material that are necessary for <br /> <br />the construction of any structures in waters of the United States are covered by the pro- <br /> <br />gram. However, Secretary Veysey listed a number of examples of acitvities which are <br /> <br />not included in the program. No permits will be required for operations other than dredge <br /> <br />or fill; for work outside of navigable waters as defined; for normal farming, ranching and <br /> <br />forestry operations, such as plowing, seeding, cultivating, and harvesting; for disposal <br /> <br />of dredged or fill material in most man-made canals such as drainage and irrigation ditches; <br /> <br />for dredged or fill for conservation or erosion control in areas outside navigable waters; <br /> <br />and, maintenance and emergency repairs of dikes, dams, levees, rip-rap, breakwaters <br /> <br />and causeways. <br /> <br />2 <br /> <br /> <br />i.1"",~~ <br />.".--.-,?,;t <br /> <br />
