Additionally, peirmits will not be required <br /> <br />for minor work started prior to publication of today's notice and scheduled to be com- <br /> <br />pleted by next January. <br /> <br />Secretary Veysey explained that while this regulation becomes effective upon its pub- <br /> <br />lication, an additional comment period of 90 days and a series of public hearings will be <br /> <br />offered throughout the nation SO that the public can comment further on any of its pro- <br /> <br />visions. These comments will be reviewed and the regulation modified as necessary. <br /> <br />Secretary Veysey concluded that, "We recognize that this program directed by Congress <br /> <br /> <br />will result in the Federal regulation of many dredged or fill discharge activities which <br /> <br /> <br />have never before been subject to Corps permits or to this degree of beneficial water <br /> <br /> <br />quality protection. We, therefore, strongly urge the public to review and comment <br /> <br />further on this interim final regulation in order that it can be modified, where necessary and <br /> <br />legally permissible, to fully address your concerns, desires, goals,. and objectives.
