<br />. <br /> <br />w <br />~ <br />~ <br />~ <br /> <br />. <br /> <br />. <br /> <br />Colorado River Compact, the Upper Colorado River Basin Compact, or the Treaty .~ <br />with the United Mexican States (Treaty Series 994). <br /> <br />, <br />This report is consistent with the EPA-approved 1975 and 1978 reports <br />and deals only with the portion of the Colorado River Basin above Imperial <br />Dam. As used in this report, the lower main stem of the Colorado River <br />system is defined as that portion of the main river from Hoover Dam to <br />Imperial Dam. <br />Below Imperial Dam, the river's salinity will be controlled to meet the <br />terms of the agreement with Mexico on salinity in Minute 242 of the Inter- <br />national Boundary and Water Commission, entitled "Permanent and Definitive <br />Solution to the International Problem of the Salinity of the Colorado River." <br />This agreement states that measures will be taken to assure that the waters <br />delivered to Mexico upstream from Morelos Dam will have an annual average <br />salinity concentration of no more than 115 ppm (+30 ppm) total dissolved <br />solids greater than the annual average salinity concentration of Colorado <br />River water arriving at Imperial Dam. Title I of Public Law 93-320 is the <br />legislation which implements the provisions of Minute 242. Minute 242 and <br />Title I constitute a federal numeric criterion and plan of implementation <br />for the river below Imperial Dam. <br />Forum Activities Since 1978 <br /> <br />During the 1978-1980 period the Forum has developed baseline values for <br />13 monitoring sites and adopted a policy for the use of brackish and/or <br />saline water for industrial purposes. The 1975 report called for the <br />development of the baseline values. Copies of the baseline values and the <br />Forum policy for the use of saline water for industrial purposes and the <br />baseline,values developed are included in Appendices A and B to this report~ <br /> <br />3 <br /> <br />, <br />
