<br />w <br />.... <br />w <br />l'\) <br /> <br />. <br /> <br />The 1975 Forum report includes a detailed discussion of the legislation <br />and events leading up to the establishment of salinity standards for the <br />lower main stem of the Colorado River. The standards were adopted by all of <br />the Basin states and subsequently approved by the EPA. The 1978 report <br />reviewed the numeric criteria included in the 1975 report and concluded that <br />no change was indicated; however, the plan of implementation was updated to <br />reflect the circumstances at that time and changes that had taken place in <br />the salinity control projects' status since 1975. <br />The plan of implementation, as set forth in both the 1975 and 1978 Forum <br />reports, included effluent limitations for industrial point source discharges <br />with the objective of no-salt return whenever practicable. In February 1977, <br />the Forum adopted the "Policy for Implementation of Colorado River Salinity <br />Standards Through the NPDES Permit Program." The policy provides detailed . <br />guidance in the application of salinity standards developed pursuant to <br />section 303 of the Clean Water Act and through the NPDES permitting authority <br />in the regulation of municipal and industrial point source discharges. The <br /> <br />complete policy is presented in Appendix A of the 1978 report. <br />This report is written as a complete document. Background information <br />regarding historical actions relative to the adoption of salinity standards <br />is contained in the 1975 report and not repeated here.
