<br />W <br />l-" <br />W <br />~ <br /> <br />The baseline values will assist in evaluating changes in river salinity <br /> <br /> <br />and in assessing effects of development, salinity control measures, and/or <br /> <br />. <br /> <br />other changes upstream from the baseline station, as discussed in Chapter II. <br />The policy relative to the use of saline waters for industry recommends <br />an inventory of saline water sources and the encouragement and promotion of <br />their use for industrial purposes where it is environmentally sound and <br />economically feasible and where their use would not significantly increase <br />consumptive use of Colorado River system water. <br />In early 1980 it became apparent that to expedite the necessary salinity <br />control activites, an executive director was needed. In November 1980 the <br /> <br />Forum hired its first executive director, Jack Barnett. His activities, <br /> <br />I'ttI1 ch are under the di rect i on of the Forum, a re to coordi nate and promote <br />salinity control activities which would achieve the objective of maintaining <br />water quality standards for salinity. <br />Since the 1978 review two annual progress reports, numbers 3 and 4, <br />which surrmarize salinity control activities have been prepared by the Forum. <br />The Environmental Defense Fund (EDF) brought suit against Douglas <br />Costl e, Admi ni strator, EPA; Cecil Andrus, Secretary, Department of the <br />Interior; and R. Keith Higginson, Commissioner, Bureau of Reclamation, on <br />August 22, 1977. The civil suit in general sought that: (a) the EPA's <br />approval of state salinity standards be set aside, (b) EPA be required to <br />promulgate "effective and enforceable" water quality standards and implemen- <br />tation plans and pollutant loads for salinity, and (c) the defendants be <br />required to implement necessary salinity controls to maintain salinity at the <br />1972 levels. <br />The Bas instates intervened as defendants.
