<br />,~~... <br />:;'<~-:'i: :;) <br />" <br /> <br />Operation of Glen Canyon Dam <br /> <br />The operation of Glen Canyon Dam is <br />controlled by the Bureau of Reclamation to <br />meet project purposes, consistent with the <br />laws, compacts and court decisions <br />regarding Colorado River operations, <br />collectively known as the "Law of the <br />River". The major operational goal for <br />Glen Canyon Dam is water storage and <br />delivery to the Lower Colorado River <br />Basin. <br /> <br />~ <br /> <br />t~ : <br />!i.~ <br />, <br /> <br />The operation of Glen Canyon Dam is a <br />twofold procedure. First. the monthly and <br />annual volumes of water to be stored and <br />released for international treaty and <br />interstate compact purposes are determined <br />annually by the Secretary of the Interior <br />based upon water supply considerations, <br />water delivery requirements, and the <br />avoidance of anticipated spillS from Lake <br />Powell ("spillS" being releases in excess <br />of powerplant capacity, which releases are <br />also referred to as "flood releases"). <br />Second, given the monthly volumes of water <br />to be released, within-the-month (i.e.. <br />daily and weekly) fluctuations in releases <br />are made in accordance with hydroelectric <br />power generation needs as determined by the <br />Western Area Power Administration. <br /> <br />~~ <br />~ <br />i' <br />, <br />~ <br />~~, <br />~~I <br />i~ <br />"~ <br />jI: <br />~ <br />~ <br />f <br /> <br /> <br />Monthly and annual reservoir operations <br />are governed by, among other things, the <br />Mexican Water Treaty, the Colorado River <br />Compact, the Upper Colorado River Basin <br />Compact, Title VI of the Colorado River <br />Basin Project Act of 1968 (the 1968 Act) <br />and the "Criteria for Coordinated, <br />Long-Range Operation of Colorado River <br />Reservoirs" (the Coordinated. Long-Range <br />Operating Criteria) promulgated pursuant <br />thereto in 1970. These operational <br />constraints, as well as others, take <br />precedence over power operations (as is <br />provided for by section 1 of the Colorado <br />River Storage Project Act of 1956 ... and <br />by section 602(c) of the 1968 Act), and <br />over the vacating of reservoir space to <br />reduce the probability of future flood <br />releases (as is provided for by section 602 <br />(a)(3) of the 1968 Act).
