<br />:::" <br />.~, . .;,' <br /> <br />Canyon Dam and take other reasonable <br />mitigation measures as set forth in <br />sections 4 and 5 of this Act. which <br />procedures shall be consistent with the <br />requirements of this section [3]. <br /> <br />SEC. 4. (a) .., [T]he Secretary <br />shall. within 90 days after the date of <br />enactment of this Act. develop and <br />implement interim operating procedures for <br />Glen Canyon Dam. Such procedures shall: <br /> <br />(1) not interfere with the primary <br />water storage and delivery functions of <br />Glen Canyon Dam. pursuant to the <br />Colorado River Compact. .... the Upper <br />Colorado River Basin Compact. .... and <br />other laws relating to regulation of <br />the Colorado River; <br /> <br />(2) minimize to the extent reasonablY <br />possible the adverse environmental <br />impacts of Glen Canyon Dam operations <br />on Grand Canyon National Park and Glen <br />Canyon National Recreation Area <br />downstream of Glen Canyon Dam: ..... <br /> <br />SEC. 5. ( a ) ... <br /> <br />(c) [T]he Secretary shall <br />implement long-term operating procedures <br />for Glen Canyon Dam that will. alone or in <br />combination with other reasonable <br />mitigation measures. insure that Glen <br />Canyon Dam is operated in a manner <br />consistent with this Act. Such procedures <br />shall not interfere with the primary water <br />storage and delivery functions of Glen <br />Canyon Dam. pursuant to the Colorado River <br />Compact. .... the Upper Colorado River <br />Basin Compact. .... and other laws relating <br />to regulation of the Colorado River. <br /> <br />Committee Report <br /> <br />The committee report on H.R. 4498 (House Report 101-641) <br />offers the following explanation of that language in the above- <br />quoted provisions of the bill which specifies that the new <br />interim and long-term operational procedures for Glen Canyon <br />Dam shall be "subject to and consistent with" the requirements <br />of the compacts and the other laws relating to regulation of <br />the Colorado River. or "shall not interfere with the primary <br />water storage and delivery functions of Glen Canyon Dam": <br /> <br />-2- <br />
