meetings were held to re\.iew the bill. The
delegation was encouraged to work for
Utah's issues and nO( deal with the
regional issues at this time. The regional
matters will probably be attached to the
bill and will include em'ironmental and
mitigation issues.
Joint news releases by Provo Ciq.. and
the District expressed support of the 1987
agreement between the DistriCl, Provo
City, Metropolitan Water District of
Provo and the United States Bureau of
Reclamation. Provo City feels very
strongly that the agreement does protect
its vested water rights.
The Strawberry Land's issue has been
resolved with Congress approving the $15
million payment to the Strawberry \Vater
Users as compensation for lands lost
when Strawberry Reservoir was expanded.
Meetings were held with the Utah
Associarion of County Commissioners
and Councils during their semi-annual
meeting in southern Utah. Commissioners
expressed their support for the Project
and the efforts being made by the DistriCl.
The Executive Committee recom-
mended that funds in the 1990 budget for
cloud seeding be v.-ithhcld until all ques-
tions were resoh'ed.
The District was successfully removed
as a defendant from the ~Hd-America law
suit. This law suit im'olved a portion of
pipe at the Ashley Valley \Vater Treat-
ment Plant which the District comended
was the responsibility of the engineer and
the contractor.
A decision to review and re\.ise the poli-
cies and procedures of the District was
made by the Board. The following areas
will be comidered: Financial Policies,
General Policies, and Human Resource
Policies and Procedures.

At the Colorado River \Vater Users
Association's annual meeting, a Utah
caucus was held and elected Dave Ras-
mussen, Ron Thompson and Don Christi-
ansen t() represent Utah on the Executive
Committee. At the meeting, Board mem-
bers and staff met with Commissiont'"r
Dennis Underwood to di:'>Cuss District
concerns and encourage completj(1n of the
Central Utah Project. During the confer-
ence, an announcement of a j(Jint effort
between CR\VUA and CREDA was an-
nounced. As many are aware, se\'eral
groups have been critical of the operation
of the Colorado River. its dams and diver-
sions, and haw been successful in calling
for an environmental assessment. As this
effort progresses, many of the Ass(xiation
members will be asked to help with finan-
cial support.
