<br />meetings were held to re\.iew the bill. The <br />delegation was encouraged to work for <br />Utah's issues and nO( deal with the <br />regional issues at this time. The regional <br />matters will probably be attached to the <br />bill and will include em'ironmental and <br />mitigation issues. <br />Joint news releases by Provo Ciq.. and <br />the District expressed support of the 1987 <br />agreement between the DistriCl, Provo <br />City, Metropolitan Water District of <br />Provo and the United States Bureau of <br />Reclamation. Provo City feels very <br />strongly that the agreement does protect <br />its vested water rights. <br />The Strawberry Land's issue has been <br />resolved with Congress approving the $15 <br />million payment to the Strawberry \Vater <br />Users as compensation for lands lost <br />when Strawberry Reservoir was expanded. <br />Meetings were held with the Utah <br />Associarion of County Commissioners <br />and Councils during their semi-annual <br />meeting in southern Utah. Commissioners <br />expressed their support for the Project <br />and the efforts being made by the DistriCl. <br />The Executive Committee recom- <br />mended that funds in the 1990 budget for <br />cloud seeding be v.-ithhcld until all ques- <br />tions were resoh'ed. <br />The District was successfully removed <br />as a defendant from the ~Hd-America law <br />suit. This law suit im'olved a portion of <br />pipe at the Ashley Valley \Vater Treat- <br />ment Plant which the District comended <br />was the responsibility of the engineer and <br />the contractor. <br />A decision to review and re\.ise the poli- <br />cies and procedures of the District was <br />made by the Board. The following areas <br />will be comidered: Financial Policies, <br />General Policies, and Human Resource <br />Policies and Procedures. <br /> <br />At the Colorado River \Vater Users <br />Association's annual meeting, a Utah <br />caucus was held and elected Dave Ras- <br />mussen, Ron Thompson and Don Christi- <br />ansen t() represent Utah on the Executive <br />Committee. At the meeting, Board mem- <br />bers and staff met with Commissiont'"r <br />Dennis Underwood to di:'>Cuss District <br />concerns and encourage completj(1n of the <br />Central Utah Project. During the confer- <br />ence, an announcement of a j(Jint effort <br />between CR\VUA and CREDA was an- <br />nounced. As many are aware, se\'eral <br />groups have been critical of the operation <br />of the Colorado River. its dams and diver- <br />sions, and haw been successful in calling <br />for an environmental assessment. As this <br />effort progresses, many of the Ass(xiation <br />members will be asked to help with finan- <br />cial support. <br /> <br /> <br />6 <br />
